Arleen Sorkin retired from the role because she was no longer able to keep up the voice. There’s an interview around where she talks about how much of a massive strain it was to do the voice for Arkham Asylum (and if you listen closely in-game you can hear it). Really wish they’d picked someone other Tara Strong to be her replacement, though.

2023年8月26日 · I think of Kevin as the definitive Batman voice, but I often argue that Arleen was Harley more than even Kevin was Batman because Paul Dini literally invented the character with her in mind, and she was the primary voice for nearly 2 decades. Tara Strong's one of my favorite VAs but her Harley never quite worked as a replacement for me.

Arleen Sorkin is 60 years old, she retired in 2012 after a 30 year long career. That's why she stopped voicing Harley. Take a look at her filmography, she hasn't worked at all since voicing Harley in DCUO.
