Elon or spacex has not said specifically that it isn't staying in the nose. Honestly, I think spacex isn't sure yet of the final design. I think it will stay. Its quite possible by being in the nose there is a mass savings cause the fins don't have to be larger due to less demand of control authority to balance against aerodynamics.

On Starship lox is almost certainly on bottom now based on more up-to-date official cutaways. You have a label the bottom of falcon heavy and they both are labeled falcon heavy cutaway, when only one of the two diagrams is actually a cutaway.
