Fact Sheet: Annual Leave (General Information) Annual Leave Entitlement. An employee may use annual leave for vacations, rest and relaxation, and personal business or emergencies. An employee has a right to take annual leave, subject to the right of the supervisor to schedule the time at which annual leave may be taken.

State Holiday Leave Laws. All states have passed laws designating certain days as holidays. State government employers may be required to allow their employees to take (paid/unpaid) time off on those designated holidays. Only three states require private sector employers to provide employees some form of holiday leave.
