Only elevator lobby, shaft and equipment room detectors are allowed to recall unless AHJ says otherwise. If ambient conditions prohibit smoke detection, the fire alarm code allows other automatic fire detection.

See section 21.3 in the 2013 edition for "Elevator Recall for Fire Fighter's Service" and specifically 21.3.2 and the Annex A note thereto. It would be classified as a dedicated function fire alarm control unit and designated as "elevator recall control and supervisory control unit" and permanently identified as such.
