It's not against TOS, they give you like 10GB of hotspot data per phone. PS: In the past I have flashed a Verizon Samsung phone with unlocked firmware. It even got updates as "unlocked".

It is a Moxee Mobile Hotspot model K779HSDL and is selling for $50 new or $24 refurbished (plan purchase required with refurbished version). Same rate plans as phones. The phones are limited to 10GB hotspot data.
